In South Africa, only a registered Installation Electrician (IE) or Master Installation Electrician (MIE) may lawfully issue a Certificate of Compliance (CoC) for a solar system, whether single-phase or three-phase. They must be registered with the Department of Employment and Labour and authorised to certify compliance with the Electrical Installation Regulations, 2009.
An Electrical Tester for Single Phase (ETSP) has limited authority to issue such solar COCs. An ETSP may only issue a CoC for single-phase AC installations, and only if properly qualified and registered within that scope. They may not issue a CoC for a solar system if they do not act under the general control/supervision of an IE or MIE and have completed the relevant trade test.
In property transfers, an invalid CoC can delay registration, affect insurance claims, and expose parties to legal risk. Ensuring the certificate is issued by a properly registered professional is therefore essential.
